I think that it isn't unusual in Italy for people to refer to popes using their surname instead of the papal name. I have seen that in lots of articles where there was no hint of disrespect although I'm not so sure how common it is to omit the title. I'm inclined to cut the Archbishop some slack. All Bishops have a duty to defend the Faith. I'm not sure, but they probably take an oath to that effect. For all we know, from his point of view, he could be breaking one oath in order to be true to another oath. Seems to me that he's an honest man desperately trying to save the Church from being taken over by her enemies. He could be wrong about that but if he is right, he could be following his conscience. Pope Francis would look like a real idiot were he to denounce someone for following their conscience considering how he is only short of using conscience to tell people that they are their own magisterium.
But of this one thing be not ignorant, my beloved, that one day with the Lord is as a thousand years, and a thousand years as one day. ... [9] The Lord delayeth not his promise, as some imagine, but dealeth patiently for your sake, not willing that any should perish, but that all should return to penance. ... [10] But the day of the Lord shall come as a thief 2 Peter 8, 9 Douay I have felt lately that this Scripture is given for me for now. To me, it explains the delays and the seeming inaction on the part of those who have authority. And regarding what Dolours said about Archbishop Vigano trying desperately to save the Church from being taken over by her enemies, I'm not sure that is his place, or his job. Plus it's like putting a finger in the dike. This apostasy has to happen. I’m editing my post I think Abp Vigano lost me when he suggested throwing out VII and telling Catholics to leave their parishes and go to TLMs.
