He builds giant prison for the gangsters and forces them to work to pay for their clothing and food. in MS13 and barrio 18 you need to murder people to climb up the ranks This is very good because he's the only latam president who is fighting organized crime. He isnt doing the mistake of using paramilitary forces\mercenaries (as Uribe of Colombia did), he just trains and equips the police better. As a nice note, he converted to evangelical christianity while being president. I think before that he was an atheist, not a catholic . but im not sure.
Also, a very interesting measure he did was: Told each (of the 2 big gangs) "if your friends murder someone out there, YOU won't get food". So he really was planning to starve them to death if the others outside didn't cave in. I think for a week the whole country had 0 murders
