I think it’s more about reaffirming states rights. I’ve not read the leaked decision, but that’s my guess. Once upon a time when the US was a Republic, the federal government actually had little to say- limited in many ways. It was intended by Framers that most power would reside in at the state level. To a certain extent this played out in Civil War…. Let’s see what happens next…. That is if we even get to formal decision.
