According to the Moscow times Patrick Kirill has just been sanctioned by Britain for his vocal support of Russian invasion of Ukraine. To my understanding they can freeze his access to funds and limit his travel. So if the Pope and him are going to meet, it seems at the moment it would have to be in Moscow.
